Місцеві вибори 2015 року в чернівецьких медіа відбулись з присмаком джинси та прихованої реклами. Хтось штампував агітаційні матеріали без відповідних позначок більш, аніж власних матеріалів, а хтось зумів втриматись від спокуси. На відміну від попередніх виборчих кампаній, деякі медіа показали приклад того, що без джинси, як мінімуму політичної і як мінімум у виборчий період, можна жити. Мова йде про друковані видання «Молодий буковинець» та «Погляд».
Справа в тім, що Інститут масової інформації вже кілька виборчих кампаній відслідковує приховану рекламу в друкованих та Інтернет-медіа, в тому числі Чернівецької області. Для моніторингу обрано газети «Молодий буковинець», «Погляд» та сайти molbuk.ua та bukinfo.com.ua. Так от, аналізуючи так звану «джинсову активність» ЗМІ під час виборів, варто відзначити позитивні тенденції в цьому напрямку.
Так, жодного матеріалу, який можна було б однозначно віднести до прихованої політичної реклами в газетах «Молодий буковинець» та «Погляд» протягом виборчої кампанії зафіксовано не було. Реклама партій та кандидатів маркувалась різними, але позначками: «Політична реклама» або «Передвиборча агітація». Кількість рекламних матеріалів не перевищувала дозволену законодавством межу. В той час, як під час парламентських виборів восени 2014 року в цих газетах було зафіксовано більше десяти матеріалів, які містять ознаки прихованої реклами.
І якщо сайт molbuk.ua можна схарактеризувати як такий, який симпатизував і симпатизує чинному меру Олексію Каспруку, який наразі балотується на мерську посаду, видимих замовних агітаційних матеріалів без позначок на сайті зафіксовано не було. Що не скажеш про сайт «Букінфо», де було зафіксовано близько 30 немаркованих агітаційних матеріалів за/проти різні політичні сили та кандидатів.
Що ж стосується решти друкованих та інтернет-видань, то там прихованої агітації було досхочу. Проте сам факт, що деякі ЗМІ показали приклад того, як можна поводитись під час виборчої кампанії, вселяє віру, що до цієї пари газет доєднаються й інші медіа на наступних виборах.
Нагадаю тільки, що відповідно до закону України «Про місцеві вибори», політична реклама – це одна з форм передвиборної агітації, розміщена за допомогою рекламних засобів, яка спонукає виборців голосувати за або не голосувати за певного суб’єкта виборчого процесу. До політичної реклами належить використання символіки (гімну, прапору, розпізнавального знаку, девізу) або логотипів політичної партії, місцева організація якої є суб’єктом відповідного виборчого процесу, місцевої організації партії, яка є суб’єктом виборчого процесу, використання передвиборних слоганів, гасел кандидатів, політичної партії, її місцевих організацій, а так само повідомлення про проведення видовищних чи інших публічних заходів на підтримку місцевої організації партії, кандидата або про підтримку зазначених заходів місцевими організаціями партій, кандидатами, політичними партіями, місцеві організації яких є суб’єктами відповідного виборчого процесу, а також привернення уваги до участі у таких заходах місцевих організацій партій чи певних осіб як кандидатів.
Час мовлення, відведений на політичну рекламу на радіо та телебаченні, не може перевищувати 20 відсотків фактичного обсягу мовлення протягом астрономічної доби телерадіоорганізацією будь-якої форми власності.
Друкована площа, відведена на політичну рекламу впродовж виборчого процесу в друкованих засобах масової інформації, у тому числі рекламних, не може перевищувати 20 відсотків обсягу друкованої площі кожного номера видання чи додатка до нього.
І, звичайно, усі матеріали передвиборної агітації (політична реклама) повинні бути відокремленими від інших матеріалів і означені як такі.
