У Чернівцях визначили 32 місця для розміщення агітаційних наметів для проведення передвиборчої агітації на виборах Президента України. Ці локації були визначені відповідно до розпорядження міського голови. Але спостерігачі ОПОРИ фіксують розміщення наметів деяких політичних і в інших місцях.
Комунікаційниця ОПОРИ звернулася із запитом на інформацію до Чернівецької міської ради з проханням надати дані про перелік визначених місць для встановлення агітаційних наметів.
Згідно з розпорядженням міського голови №620-р від 28 грудня 2018 року такі місця були затверджені. В обласному центрі виділено 32 місця для встановлення агітаційних наметів під розміщення агітаційних матеріалів з проведення виборів Президента України 31 березня 2019 року.
Незважаючи на те, що міською радою чітко визначено місця, в яких можна розміщувати агітаційні намети, чимало політичних партій встановлюють їх у місцях, які для цього не відведені. Зокрема, ОПОРОЮ було виявлено несанкціоноване розміщення наметів від політичних партій: Національний корпус, Народний фронт, ВО Свобода, ВО Батьківщина, Радикальна партія Олега Ляшка.
Хоча до моменту реєстрації кандидатів на пост президента України представників цих партій важко притягнути до відповідальності, ми звертаємося до всіх партій дотримуватися правил благоустрою і розміщувати свої намети тільки у місцях які відведені міською радою. Також хочемо звернути увагу, що Центральна та Театральна площі відсутні у переліку місць в яких можна встановлювати агітаційні намети, тому у випадку виявлення наметів політичних сил у несанкціонованих місцях, наші спостерігачі будуть звертатися до компетентних органів,
– зазначає Тарас Прокоп, координатор спостереження за виборами Громадянської мережі ОПОРА у Чернівецькій області.
За словами Тетяни Юзвяк, радниці з юридичних питань Громадянської мережі ОПОРА, політичні партії поки що не є суб’єктами виборчого процесу на цих виборах Президента, адже досі не мають зареєстрованих кандидатів, тому на них поки що не поширюються норми Закону України «Про вибори Президента України». Поряд з цим встановлення такими партіями рекламно-інформаційних (по суті агітаційних) наметів у невстановлених місцевою владою місцях не буде вважатися порушенням виборчого законодавства, а може становити порушення правил благоустрою міста Чернівці.
Також Центральна виборча комісія 15 листопада 2018 року опублікувала повідомлення зі зверненням до всіх потенційних кандидатів із проханням не використовувати дочасну агітацію.
