Підготовче засідання у справі Ростислава Білика, яке мало відбутись у новому суді та за головування нового судді, було перенесено. Причиною є клопотання прокурора по справі, який через щорічну відпустку клопотав суд перенести засідання. Дата наступного підготовчого засідання буде відома згодом.
14 січня у Першотравневому районному суді Чернівців розгляд справи розпочав новий суддя Олег Галичанський. Проте засідання було перенесене через клопотання прокурора у справі щодо щорічної відпустки.
Нагадаємо, що у справі про підкуп виборців на місцевих виборах до Чернівецької міської ради у 2015 році змінився суд – підсудність справи визначена за Першотравневим районним судом м. Чернівці. Причиною стало те, що у Шевченківському суді для розподілу справи вже не вистачило суддів.
«Справа Білика» тягнеться з 2015 року. Три роки тому тоді ще кандидату в депутати Чернівецької міської ради було вручено підозру щодо організації підкупу студентів за статтею 160 Кримінального кодексу України («Підкуп виборців»). У лютому 2018 року «справа Білика» таки почала розглядатися в Шевченківському районному суді міста Чернівці. Станом на 11 жовтня 2018 року троє свідків дали прямі свідчення, що їм пропонували грошову винагороду в обмін на голосування за Білика Ростислава, а ще раніше були засуджені троє організаторів підкупу. 17 жовтня припинились повноваження судді Олега Семенка. Після того, як в Шевченкіському суді не вистачило суддів (всі вони вели інші справи, які були дотичними до “справи Білика”), розгляд перенесли до суду Першотравневого.
ОПОРА й надалі відстежуватиме перебіг судових засідань у цій справі. Нагадаємо також, що ОПОРА спільно з МВС та Національною поліцією розробила зміни до Кримінального та Адміністративного кодексів щодо посилення відповідальності за порушення виборчого законодавства. Відповідальність пропонується посилити, зокрема, у частині непрозорості фінансування виборчих кампаній, підкупу виборців, порушення таємниці голосування, організації виборчих злочинів службовими особами тощо. У квітні 2018 року у Верховній Раді був зареєстрований законопроект №8270.
